When you edit an order it resets the carrier and ship method

When an order was on HOLD status and planning to release or edit the order it keeps asking to update the Shipping method even though there's a shipping method has been setup already. A HOLD does not mean the ship method needs to be changed. 99% of the time it won't be changed. In fact, this almost always causes an issue as they don't know what the order should have had originally so they choose a BRP that is not intended and then we have to fix it on our end.
