It would be beneficial to have an alert whenever an "Invalid state" is entered in the state field of the Ship To section.

Thank you for the suggestion. It would require that for the country to get entered first but it is a good idea.
We can also validate and suggest changes when the order is submitted.

There is no ability to verify addresses when they are not coming from a direct store integration. I would consider this an essential feature.
