Yes, exactly something the OMS user can see as the reason they have not received a label. Most of the time this is due to the items not having a country of origin but I am sure there are other reason like the warehouse updated the address due to a zip code issue at the time of shipment. When the OMS user tries to get a return label I assume ShipEdge is using the original information from the order vs the information that was actually used then when the label was retrieved. So something like "shipping from address not valid". Naturally as you improve the returns section a way for the OMS user to then update the address would be a nice function to have.
