Low Balance order unable to be modified

An order in low balance should only be held from moving into processing. Currently an order that goes into low balance is not able to be modified at all. If a client has some orders in low balance and premptivly want to update the shipping method, or add on a free "sorry for the delay gift" they are currently unable to do this. Seems more like an oversight that this order status is restrictive in the area. Hopefully this is something that can be updated.
