OMS should select Ship method when getting RETURN label

Right now the RETURN labels have to be set up in prices and they are fixed with only ONE option. OMS should be able to choose a different ship label for their returns, sometimes they need the return faster or with a different ship method than what is set up by default.

You can use a rateshop code for returns. NOTE: return labels cannot be generated for international customers

Ability to select a shipping method and rate shop for returns.

SCW requested that. They also requested if they could see a list of shipping methods instead of having to remember the shipping codes for each method.

The default ship method could be Best Rate but I think it's a great idea.
