QC on shipping screens

Quality control function should be native to the packing screens vs only on the app. Additionally there should be an option to force QC to proceed to getting shipping labels. Similar to the double scan option that is available on the app for order picker. This prevents shippers from going back and forth between a mobile devise for the QC and a computer for the actual label creation.
