Additional Bubble Mailer Packaging Type

Add an additional packaging type for bubble mailers since many products need to specifically be in bubble mailers. It would have the same configuration on the back end (same algorithm using packaging volume) as the "Envelope" packaging type, but would allow us to separate bubble mailers and regular envelopes (poly mailers).
