We actually remove packaging from the Procedures feature, but Procedures still has an option for fragile items. Maybe we should add a variation to Envelopes (packaging list) to use them if any sku is set as fragile...

The fragile option in Procedures includes a reminder and extra fees. For instance, reminding user/packer to use bubblewrap before entering it into a box or envelope.

Would bubble envelopes be available for non-fragile items? -- Flat Rate Priority Mail Envelope comes to mind.

Commented on this before - but bubble mailers are distinctly different from poly mailers and are not relevant to fragile items. This would need to be a separate packaging type, set up the same way as the "Envelope" currently is in ShipEdge. Really you just need to duplicate the "Envelope" functionality in the dropdown list and rename them to be "Poly Mailer" and "Bubble Mailer" options.

Again, this is not a Procedure-related thing. It is not related to fragile items either.
