Do Not Include Empty Bins in Billing

We are billing by Location, but ShipEdge counts a location in use if there is a bin in the location regardless of quantity in the bin. For Location-based billing, whether or not a location is "in-use" should be based on the QTY in the location being > 0, not if there is a bin there or not. We're having to manually adjust thousands of dollars worth of storage every month due to bins that are empty / just got moved to new locations being charged anyways. LMK if that all makes sense!
