Procedures for less than case quantities

A way to denote a procedure to be billed if less than full case. As an example. A client stores glass bottles of water. The water comes from the factory in ship ready cases of 12. However the customer also allows the water to be purchased by the individual bottle. When a full case of 12 is picked, no special procedure is needed. When an order comes in for 1 bottle that bottle needs to be wrapped in bubble prior to shipping it. The procedure would know to only bill when an order comes in for non full case orders. In practice: Someone orders 13 bottles the special packaging procedure gets called in only for 1 bottle. If someone orders 3 bottles the procedure bills 3 times. Someone orders 12 the procedure does not bill.
