When an order comes in for 1 bottle that bottle needs to be wrapped in bubble prior to shipping it. The procedure would know to only bill when an order comes in for non full case orders. In practice: Someone orders 13 bottles the special packaging procedure gets called in only for 1 bottle. If someone orders 3 bottles the procedure bills 3 times. Someone orders 12 the procedure does not bill.
